Composition and Powers of the City Council

The city council is Seattle’s elected legislature. The nine members determine city policy through the enactment of ordinances and the adoption of resolutions. Council members are elected at large to four-year terms through citywide elections held in odd-numbered years. The council is non-partisan, and derives its powers from the 1946 City Charter and the laws and Constitution of the state of Washington. The council authorizes public improvements and expenditures, provides for public safety and health, adopts regulations, levies taxes, controls the finances and property of the city, and performs many related legislative tasks. All ordinances enacted by the council are subject to a mayoral veto, which may be overridden by a vote of six council members (personal communication, 1993). In 1993, there were six women and three men on the city council. The council was composed of Caucasians, African-Americans, and Asian-Americans.

This information is vital because it illustrates the diversity of Seattle city politics as council members interact with the mayor and police chief around public policy issues. Both the deputy mayor and chair of the Public Safety Committee were interviewed by this researcher regarding community policing and the Weed & Seed program. It was learned from one source that the police chief was not fond of elected officials and distrusted their motives, especially regarding policing and law enforcement.
